A Once-in-a-Generation Opportunity
Arkansas Ballot Issue 3 is a proposed constitutional amendment that would give counties and municipalities the ability to offer targeted tax incentives to attract new businesses and employers — a tool that larger states have used for decades to drive rural economic development.
